Its flagship product, AlertNet, is on the leading edge of warning technology. It forms the backbone of California’s new state-wide emergency alert system upgrade, EDIS 2006. Its mission is to assist emergency response professionals with state-of-the-art alerting and notification systems/products and consulting and design services. Hormann America designs, installs and maintains warning systems for municipalities and industrial plants, and has many years of experience in the community warning industry. The products and knowledge in its portfolio enable a range of clients to obtain the right product or counsel to improve their existing or to design, build and install new emergency alert and warning services. In addition, Hormann America offers solutions that enable organizations to streamline emergency operations. Using the Federal Emergency Alert System (EAS) opportunities supported by commercially available alert system modules, off-the-shelf products, applications and knowledge of systems worldwide, Hormann America can construct turnkey projects and perform various engineering services in the public safety field. Hormann America commenced independent operations under the leadership of Efraim Petel in 1999, as a subsidiary of Hormann GmbH corporate office in Munich, Germany. Hormann GmbH is a publicly held company and the world’s largest warning systems manufacturer since 1955. Efraim Petel, PresidentEfraim Petel, B. Sc., has an international reputation as a public warning and notification system expert. An electrical engineer by training, he has specialized in emergency notification systems for more than three decades. In the early 90s Mr. Petel worked with Sage Alerting Systems, Inc., during the U.S. Federal Communications Committee’s transition from the outdated Emergency Broadcast System to today’s Emergency Alert System (EAS). He was also part of Sage’s development team in manufacturing the EAS Encoder-Decoder (ENDEC), the most widely used EAS device in commercial broadcast systems. Mr. Petel’s work with Sage included installing emergency alert systems in states and counties throughout the U.S. He was chief engineer for a multi-million-dollar warning system in the San Francisco Bay Area (Contra Costa Community Warning System), and project manager for Colorado’s Pueblo County Outdoor Warning System. Mr. Petel became Vice President of the American Signal Corporation siren manufacturer and system engineering company in 1995. During four years there, he developed and managed siren installations throughout the U.S. In 1999, Mr. Petel established Hormann America, Inc. in California. The company’s mission is to assist emergency response professionals with modern alerting and notification systems and products, as well as consulting and design services. In 2003, Mr. Petel was asked to join a panel of experts who formed the Partnership for Public Warning in Washington, D.C. Its mandate was to write a National Policy for Warning. He participated in the development and demonstration of warning systems using the Common Alerting Protocol (CAP), an Extensible Markup Language-based open standard for universal alert messaging. His work in CAP development continues, in coordination with experts in government and private industry. Using this breadth of knowledge, Mr. Petel and Hormann America have developed a CAP-compliant suite of emergency services called AlertNet, a “System of Systems” for public and private warning notifications. AlertNet is a kind of operating system with a spectrum of alerting tools that can be added in a plug and play method. Efraim’s System-of-Systems is the result of many years’ experience as an engineer and end-user of emergency systems, starting with 20 years of service in the Israeli defense forces. His most recent CAP-based system installations are in California, and one is in process now in New York State. The rollout of these systems continues to be a critical part of each state’s emergency planning. Mr. Petel served in the Israeli Signal Corps, retiring from service at the rank of Lieutenant Colonel. During his tenure, he developed and operated Israel’s national Public Warning System, which saved countless lives and prevented large-scale losses throughout the country. When Singapore decided to install a public warning system, Mr. Petel was asked to consult with the Singapore Civil Defense and Fire Services. The resulting Communication and Public Warning Systems was a sophisticated and groundbreaking system for an increasingly important area of world commerce and geophysical activity. Following that, Mr. Petel worked with authorities in Taiwan to modernize its national warning system, a vital resource during typhoon season. He has resided in the United States since 1992, working in executive positions in the alerting industry as well as consulting with government, policy makers, industry and engineers regarding emergency alert systems and networks. |
